Brings forward Section 93-17-8 establishing procedures for contested adoptions, including requirements for blood/tissue testing when paternity is at issue, appointment of a guardian ad litem to represent the child, and expedited hearing schedules.

Amends Section 93-17-11 to update the reference from "Department of Human Services" to "Department of Child Protection Services" regarding home study requirements for adoption petitioners.

Brings forward Section 43-21-151 establishing youth court jurisdiction over delinquent, neglected, abused, and dependent children, with exceptions for serious felonies and certain custody disputes in chancery court.

Brings forward Section 43-21-613 detailing youth court procedures for reviewing and modifying disposition orders, establishing permanency hearing requirements within 120 days (or 60 days for children under three) for abused or neglected children, and allowing courts to find that termination of parental rights is not in the child's best interest under specified circumstances.
