Prohibits state agencies, governing authorities, and community or junior colleges from expending public funds to pay contract lobbyists, with any such contracts declared void and unenforceable.

Makes any public employee who authorizes expenditure of public funds for contract lobbying subject to termination.

Allows public employees to engage in lobbying as part of their official duties when authorized or directed by supervisors or governing boards, but they must still comply with reporting and disclosure requirements.

Adds definitions to lobbying law for "state agency," "governing authority," "community or junior college," "public funds," and "contract lobbying."

Removes contracts for legislative advocacy services from the types of contracts subject to Public Procurement Review Board oversight.
