Requires the Bureau of Fleet Management to conduct an annual utilization review of all state-owned vehicles and adopt rules requiring agencies to report vehicle usage information.

Defines state-owned vehicles with less than 13,000 miles driven annually as underutilized unless an agency provides written justification explaining why the vehicle should not be considered underutilized.

Mandates the annual review report include mileage data, each agency's vehicle utilization rate, recommendations for disposing or reallocating underutilized vehicles, and a list of all underutilized vehicles.

Requires the Bureau of Fleet Management to deliver the annual utilization review results to the Governor, Lieutenant Governor, and the Chairs of the Public Property Committees of the House and Senate by September 1 each year.

Takes effect July 1, 2025.
