Prohibits any person, business, or entity from selling, distributing, or using insignia, seals, coats of arms, labels, or logos of any Mississippi Department of Public Safety division or bureau without prior written approval from the Commissioner of Public Safety.

Requires applicants to submit a form to the Commissioner providing full name, address, business entity details if applicable, for-profit or non-profit status, and purpose and scope of intended use of the department's graphics.

Mandates the Department of Public Safety maintain a list of all approved users and grants the Commissioner authority to rescind approvals at any time with or without cause, with written notification taking immediate effect.

Establishes violations as misdemeanors punishable by up to 48 hours in county jail and a fine of $1,000 per occurrence.

Authorizes the Department of Public Safety to adopt rules and regulations necessary to enforce the act, including protocols for approval requests.
