Requires school boards to adopt discipline policies for employees or contractors who violate the prohibition, and allows schools to submit statements about supporting low-income or underserved students for grants or accreditation purposes.

Mandates schools submit annual compliance reports to the Legislature and State Board of Education before spending appropriated funds, with the State Auditor conducting compliance audits at least once every four years.

Imposes penalties including a 180-day correction period for violations, with ineligible schools losing funding formula increases in the following fiscal year if violations are not corrected; allows students and employees to pursue injunctive or declaratory relief.
