Moves the effective date for mandatory minimum sentence requirements from July 1, 2014 to July 1, 1995, making the law applicable to a broader group of offenders convicted on or after that earlier date.

Requires offenders convicted of nonviolent crimes to serve at least 25% of their sentence (or 10 years, whichever is less) before release by the Department of Corrections.

Requires offenders convicted of crimes of violence to serve at least 50% of their sentence (or 20 years, whichever is less), with specific crimes (robbery with deadly weapon, drive-by shooting, carjacking) requiring 60% (or 25 years, whichever is less).

Adds human trafficking under Section 97-3-54.1 to the list of offenses exempted from early release eligibility, alongside drug trafficking and other serious crimes.

Takes effect July 1, 2025.
