Brings forward Section 37-61-33 establishing the Education Enhancement Fund, which receives revenues from specific sales tax collections and distributes $16 million annually to school districts based on enrollment proportions for capital improvements and other educational purposes.

Allocates remaining Education Enhancement Fund revenues to the State Department of Education (16.61% for total funding formula, 7.97% for transportation, 9.61% for classroom supplies via procurement cards), Board of Trustees of State Institutions of Higher Learning (22.09%), and Mississippi Community College Board (14.41%).

Authorizes the Office of Purchasing, Travel and Fleet Management to issue procurement cards or digital solution credentials to public school classroom teachers and support personnel at the beginning of each school year by August 1, funded through Education Enhancement Fund allocations for instructional supplies.

Requires procurement cards to expire at the end of each school year no earlier than April 1, with unexpended amounts carried forward to the next year and reallocated across all qualifying personnel.

Takes effect July 1, 2025.
