Authorizes the Public Service Commission to investigate whether municipalities holding certificates to provide service beyond one mile outside their boundaries are charging fair rates, with authority to cancel certificates upon finding unfair rates.

Grants the Public Service Commission jurisdiction to review, investigate, and mediate disputes between two certificated water districts when the conflict negatively impacts ratepayers, with power to compel attendance at mediation proceedings.

Amends Section 17-5-3 to authorize all counties and municipalities to purchase waterworks systems and borrow money for such purposes, removing previous geographic and population limitations.

Brings forward Section 77-3-22 regarding receivership authority for privately owned or municipally operated water, sewer, and electric utility systems determined to be inadequately managed or abandoned.

Effective date: July 1, 2025.
