Authorizes the Mississippi Department of Archives and History Board of Trustees to exempt state-owned properties over 20 years old from standard repair and renovation requirements if they meet preservation standards.

Requires exempted repairs and renovations to use modern materials replicating original style, color, durability and texture, and to maintain the property's original exterior architectural design and aesthetic integrity.

Allows demolition only if the board determines it is more economically feasible and provides greater benefit to the local community and state's long-term use plan.

Imposes stricter requirements for properties designated as both Mississippi Landmarks and National Historic Landmarks, requiring compliance with Section 39-7-3 and the Secretary of the Interior's Standards, plus written approval from MDAH and the National Park Service before exterior or structural work.

Amends Sections 29-1-1, 29-5-2, 39-5-5 and 39-7-7 to authorize MDAH exemptions for state properties meeting the criteria and effective July 1, 2025.
