Brings forward Mississippi Code sections related to marine resources, oyster leasing, and seafood management for possible amendment, effective July 1, 2025.

Establishes oyster lease terms including 15-year initial leases at $3.00 per acre annually, with lessee requirements for resident ownership and maximum 2,500 acres per person or entity.

Requires lessees to add cultch material and maintain maximum cultivation and propagation of oysters, with department authority to terminate leases for non-compliance.

Sets licensing fees for commercial oyster vessels ($50-$200 annually depending on vessel type and residency) and establishes shell retention fees (15-50 cents per sack) for oyster production funding.

Prohibits commercial harvesting north of the CSX bridge in coastal counties except for minnows and licensed oyster fishing on approved reefs, with violations subject to equipment forfeiture and fines.
