House Bill 1587 Summary

• Amends Mississippi Code Section 97-31-55 to define "sexual offense" as alleged violations of specified rape and sexual assault statutes, and adds reporting of sexual offenses to the existing Good Samaritan immunity for alcohol-related offenses.

• Provides immunity from citation, arrest, or custody for persons who in good faith request assistance for sexual offense victims or seek to report sexual offenses, provided they supply their name and information to peace officers and are not alleged perpetrators.

• Renames the "Mississippi Medical Emergency Good Samaritan Act" to the "Mississippi Medical Emergency Good Samaritan and Aid to Sexual Offense Victim Reporting Act" and extends drug violation immunity protections to persons who seek medical assistance or report sexual offenses.

• Protects persons seeking assistance for or reporting sexual offenses from drug violation charges, protective order violations, probation/parole sanctions, and property forfeiture related to specified drug violations occurring at the time of the offense or report.

• Takes effect July 1, 2025.
