Prohibits camping or creating campsites on public property including sidewalks, streets, highways, alleys, roads, and passageways owned or controlled by municipalities, counties, or state agencies.

Prohibits sleeping in pedestrian or vehicular entrances to public or private property abutting public sidewalks, with law enforcement authorized to immediately remove violators.

Allows camping only at locations specifically designated by governing authorities or state law, with applicants required to provide $1,000,000 insurance coverage and indemnification agreements.

Authorizes removal and disposal of unsanitary or valueless items, retention of weapons and drug paraphernalia as evidence, and storage of personal property for minimum 30 days for owner retrieval.

Establishes violations punishable by fine of not more than $50, with courts authorized to impose alternative penalties and consider mitigation factors such as cleanup efforts or engagement with service providers; takes effect July 1, 2025.
