Authorizes issuance of state general obligation bonds up to $1,000,000 to assist Claiborne County with repairs, reconstruction, upgrades, and improvements to roads and streets in the county.

Creates the "2025 Claiborne County Road Improvements Fund" within the State Treasury to receive and disburse bond proceeds for the specified road and street improvement projects.

Bonds shall be managed by the State Bond Commission with terms not to exceed 25 years, interest rates within statutory limits, and may be sold through sealed bids or negotiated sale.

Full faith and credit of the State of Mississippi is pledged to pay principal and interest on the bonds; any remaining fund balance after project completion shall be applied to debt service on the bonds.

No bonds may be issued under this act after July 1, 2029, and the act takes effect July 1, 2025.
