MS HB1650

Allows Coahoma County Board of Supervisors (acting as trustees) to withdraw up to $4,000,000 from the corpus component of the Coahoma County Reserve and Trust Fund for equipment, installation, construction, and improvements to the county-owned "Federal Building" in Clarksdale.

Requires that if any corpus withdrawal occurs, annual earnings disbursements to the county general fund are limited to 50% maximum, with the remaining 50% of earnings retained and repaid to the corpus component.

Reinstates full disbursement authority under Section 5 once the corpus component is replenished to its pre-withdrawal amount.

Maintains existing provisions allowing corpus withdrawals of up to 5% annually or any amount during declared emergencies.

Effective upon passage.
