Authorizes issuance of state general obligation bonds totaling not to exceed $1,710,000 to assist Claiborne County with recreational facility upgrades and improvements.

Allocates funds as follows: $500,000 for indoor pool construction and public pool renovations; $700,000 for restroom renovations and new restroom facility at Pattison Recreation Park; $310,000 for covered pavilion at Pattison Recreation Park; $200,000 for upgrades to Cannon Ainsworth Park including basketball and pickleball courts.

Establishes the "2025 Claiborne County Recreational Facilities Improvements Fund" within the State Treasury to receive bond proceeds and disburse funds for the specified projects.

Bonds shall be general obligations of Mississippi with full faith and credit pledge; cannot be issued after July 1, 2029; may mature up to 25 years from issuance with interest rates not exceeding limits in Mississippi Code Section 75-17-101.

Bonds and income therefrom are exempt from Mississippi state taxation; any remaining funds after project completion shall be applied to debt service on the bonds.
