Authorizes issuance of up to $5,000,000 in state general obligation bonds to fund repair, renovation, reconstruction, and restoration of the Poultry Sciences Academic Research Center (PSARC) at Alcorn State University.

Creates a special fund designated the "2025 Alcorn State University Poultry Sciences Academic Research Center (PSARC) Fund" within the State Treasury to receive bond proceeds and disburse funds for project costs.

Bonds are full faith and credit obligations of the State of Mississippi, with principal and interest backed by the state treasury if legislative appropriations are insufficient.

Bonds may mature up to 25 years from issuance, bear interest at rates not exceeding statutory limits, and are exempt from state taxation.

No bonds may be issued after July 1, 2029; unexpended funds and investment earnings are used for debt service after project completion.
