Authorizes issuance of up to $2,500,000 in state general obligation bonds to assist the City of Jackson with demolition of Fire Station 5, construction of a new fire station, and acquisition of a large ladder truck.

Limits bond issuance to a maximum of $850,000 per fiscal year, with no bonds issued after July 1, 2029.

Creates a special fund designated "2025 City of Jackson - Fire Station 5 Improvements Fund" within the State Treasury to receive bond proceeds and disburse funds for project costs.

Pledges the full faith and credit of the State of Mississippi to guarantee payment of principal and interest on the bonds, with the State Treasurer responsible for payment from the General Fund if appropriated funds are insufficient.

Establishes the State Bond Commission as the issuing agent with authority to determine bond terms, interest rates (not to exceed statutory limits), maturity dates (up to 25 years), and sale methods; bonds become effective immediately upon commission adoption and are exempt from state taxation.
