Authorizes the State Bond Commission to issue up to $250,000 in general obligation bonds to assist Hinds County with upgrades and improvements to the Jackson Police Department Training Academy in Jackson, Mississippi.

Bonds may mature up to 25 years from issuance with interest rates not exceeding limits set in Section 75-17-101, Mississippi Code of 1972, and may be called for redemption at the state's option.

Creates a special fund designated "2025 Hinds County Jackson Police Department Training Academy Fund" to receive bond proceeds, with unexpended amounts and investment earnings used for debt service on the bonds.

Bonds are full faith and credit general obligations of Mississippi, with the State Treasurer authorized to certify warrants through the Department of Finance and Administration to pay principal and interest when due.

No bonds may be issued after July 1, 2029, and the act takes effect July 1, 2025.
