Authorizes the State Bond Commission to issue up to $100,000 in general obligation bonds to assist Hinds County in purchasing and installing video cameras to prevent public health violations and promote public safety.

Creates a special "2025 Hinds County Video Cameras Fund" within the State Treasury to receive bond proceeds and disburse funds for the video camera project costs.

Bonds shall be general obligations of the State of Mississippi backed by the full faith and credit of the state, with principal and interest payable from appropriated funds or the State Treasury.

Bond terms include interest rates not exceeding limits in Mississippi Code Section 75-17-101, maturity within 25 years, and potential early redemption at the state's option.

No bonds may be issued after July 1, 2029; the act takes effect July 1, 2025.
