Authorizes issuance of state general obligation bonds up to $1,000,000 to assist Bolivar County with construction, furnishing, equipping, expansion, repair, renovation, and upgrades to Richard M. Coleman, Sr. Recreational Park and related infrastructure.

Creates a special fund designated "2025 Bolivar County Richard M. Coleman, Sr. Recreational Park Fund" within the State Treasury to receive bond proceeds and disburse them for authorized project costs.

Bonds may have maturity dates up to 25 years, with interest rates not to exceed limits in Section 75-17-101 of Mississippi Code; bonds are backed by full faith and credit of the State of Mississippi.

State Treasurer and Department of Finance and Administration authorized to issue warrants and certify payment amounts for bond principal, interest, and accreted value when due.

Bonds cannot be issued after July 1, 2029; act becomes effective July 1, 2025.
