Authorizes issuance of up to $7,000,000 in state general obligation bonds to fund improvements to the David L. Whitney Arena Complex and Wellness Center at Alcorn State University.

Bonds may also fund repair, renovation, and upgrades to campus buildings, facilities, and infrastructure at Alcorn State University's Lorman, Vicksburg, and Natchez campuses.

Creates a special "2025 Alcorn State University Improvements Fund" within the State Treasury to receive and disburse bond proceeds for the authorized projects.

Bonds shall mature within 25 years, bear interest rates not exceeding limits in Mississippi Code Section 75-17-101, and are backed by the full faith and credit of the State of Mississippi.

No bonds may be issued under this authority after July 1, 2029, and the act takes effect July 1, 2025.
