Allows county and municipal executive committees to enter written agreements with circuit/municipal clerks or election commissions to delegate election duties, with mandatory acceptance if the committee elects to transfer all duties.

Applies to duties related to poll manager training, poll manager appointments, ballot distribution, ballot printing, and primary election canvassing under Mississippi Code sections 23-15-239, 23-15-265, 23-15-267, 23-15-333, and 23-15-597.

Requires executive committees meeting eligibility criteria (political party received 10% of gubernatorial vote in last two elections, or 25% in three of last five elections) to notify state executive committees and Secretary of State of any agreements.

Mandates agreements be signed by both the executive committee chair and the clerk or election commission chair, with copies provided to relevant state officials.

Takes effect July 1, 2025.
