Appropriates $630,147.00 to the State Board of Registration for Professional Engineers and Land Surveyors for fiscal year 2026 (July 1, 2025 - June 30, 2026).

Authorizes 5 permanent positions and 0 time-limited positions for the board.

Restricts salary increases and hiring: no personal services funds for FY2027 shall exceed FY2026 amounts unless new programs are added, and vacancy funds must increase headcount rather than provide raises to current employees.

Requires the State Personnel Board to publish projected annualized payroll costs and prohibits salary actions beyond new hires if FY2026 projections exceed annualized costs.

Establishes requirements for accounting records maintenance, procurement preferences for Mississippi Industries for the Blind, and compliance with state expenditure limitations.
