Directs the agency to give preference to Mississippi Industries for the Blind when bids are equal in price, quality, and service, or when purchases are made without competitive bids

Allocates $18,626.00 of the appropriation specifically for database upgrades and improvements to the board's licensing system

Requires funds to be expended in compliance with state law prohibiting agencies from incurring obligations exceeding their appropriations; effective July 1, 2025
