Authorizes 39 permanent positions and 0 time-limited positions for the port authority

Allocates $135,000.00 specifically for overtime, callback, or standby pay

Requires the port authority to maintain accounting and personnel records in the same format and detail as fiscal year 2025, and submit fiscal year 2027 budget requests in comparable format

Directs the port authority to give preference to Mississippi Industries for the Blind when multiple bids are equal in price, quality, and service
