Approves $7,595,440.00 in special funds expenditure for the Pat Harrison Waterway District for fiscal year 2026 (July 1, 2025 – June 30, 2026).

Authorizes 42 permanent positions with restrictions on salary increases and personnel actions unless new funds are available.

Allocates $700,000.00 specifically for park facilities repairs (bath houses and cabins, excluding Flint Creek Horse Trail repairs) and $480,000.00 for dam repairs.

Requires the district to submit by December 1, 2025 a report with photos of completed park repairs and provide annual five-year plans and audits to the Legislature.

Mandates funds be deposited at interest with state depositories at rates not less than one percent below Treasury bill rates and prohibits general funds from replacing withdrawn federal or special funds used for salaries.
