Appropriates $5,048,950 from the State General Fund and $464,494 from special funds to the Mississippi Public Service Commission for fiscal year 2026 (July 1, 2025 - June 30, 2026).

Authorizes 51 permanent and 6 time-limited positions for the commission, with restrictions on salary increases and requirement that personal services for FY2027 not exceed FY2026 appropriated amounts unless new programs or positions are added.

Sets performance targets for utility regulatory services including 142 utility docket cases, 4,600 utility complaints, 900 pipeline inspections, and specific complaint resolution timeframes and costs.

Requires the commission to compile time spent on each regulated entity during FY2025 and report findings to legislative committees by August 1, 2025.

Prohibits appropriated funds from being used for functions assigned to the Mississippi Public Utilities Staff and requires maintenance of accounting and personnel records in the same format as FY2025.
