Appropriates $566,298.00 from the State General Fund to the State Soil and Water Conservation Commission for administrative expenses and operations for fiscal year 2026 (July 1, 2025 - June 30, 2026).

Appropriates $37,484,521.00 from special funds in the State Treasury collected by or available to the commission for fiscal year 2026.

Authorizes 15 total positions for the commission: 9 permanent and 6 time-limited, with restrictions on salary increases and escalations without additional funding.

Allows the commission to retain and expend proceeds from equipment sales and bond sales authorized under Mississippi Code Section 69-27-331 et seq.

Requires the commission to give purchasing preference to Mississippi Industries for the Blind when bids are equal in price, quality, and service.
