Appropriates $9,089,507.00 from special funds received by the Tombigbee River Valley Water Management District for fiscal year 2026 (July 1, 2025 - June 30, 2026) to cover bond maturities, interest, maintenance, project development, and other authorized expenses.

Authorizes 17 permanent positions and 0 time-limited positions for the district during fiscal year 2026.

Requires the district to maintain accounting and personnel records in the same format and detail as fiscal year 2025 and submit fiscal year 2027 budget requests in comparable format.

Directs excess operating funds be deposited in banks earning interest at least equal to state treasury interest rates and requires all expenditures comply with Mississippi Code Section 27-104-25 prohibiting obligations exceeding appropriations.

Takes effect July 1, 2025.
