Appropriates $1,459,164.00 to the State Board of Cosmetology and Barbering for fiscal year 2026 (July 1, 2025 - June 30, 2026).

Authorizes 17 permanent positions and 0 time-limited positions for the board.

Requires the board to adopt policies prohibiting new wigology licenses while allowing existing wig specialist and salon license holders to continue operations under pre-July 1, 2014 requirements.

Establishes performance targets including 1,008 barber examinations, 3,120 cosmetology examinations, 6,000 annual inspections, and complaint resolution within 90 days.

Limits board meetings to no more than 62 days per year and takes effect July 1, 2025.
