House Bill 1745 - Mississippi Medicaid Appropriations for FY2026

• Appropriates $845,826,036 from the State General Fund to the Governor's Office-Division of Medicaid for medical assistance and administration under Mississippi Medicaid Law for fiscal year July 1, 2025 through June 30, 2026.

• Appropriates additional funds from three sources: $814,742,678 from the Medical Care Fund, $6,370,914,540 from special source funds, and $63,230,003 from the Health Care Expendable Fund (allocated $9,000,000 for CHIP and $54,230,003 for Medical Program Matching Funds).

• Authorizes 890 permanent and 82 time-limited positions for the Division of Medicaid with specified personnel services controls and restrictions on salary increases without legislative approval or new funding.

• Establishes performance targets for FY2026 including administrative efficiency, claims processing timelines, recipient enrollment numbers (733,395 Medicaid recipients and 55,000 CHIP enrollees), and home and community-based waiver program service levels.

• Requires monthly statistical and financial reports to the Legislative Budget Office and PEER Committee, and authorizes $2,750,000 for nonemergency dialysis transportation for eligible elderly and disabled patients.
