Prohibits state and local agencies employing peace officers or parking enforcement employees from establishing policies requiring arrest or citation quotas for traffic violations.

Prohibits the number of arrests or citations issued from being the sole criterion for promotion, demotion, dismissal, or earning any agency benefit.

Allows arrests and citations to be considered only as part of overall performance evaluation, alongside criteria such as attendance, punctuality, work safety, citizen complaints, commendations, demeanor, training, and professional judgment.

Defines "arrest quota" to include any requirement based on number of arrests, citations issued, or proportional comparisons of enforcement activity between officers.

Takes effect July 1, 2025.
