Appropriates $746,698.00 from the Real Estate Appraisal License Fund to the Mississippi Real Estate Appraiser Licensing and Certification Board for fiscal year 2026 (July 1, 2025 - June 30, 2026).

Authorizes 5 permanent positions and 0 time-limited positions for the board.

Restricts Fiscal Year 2027 personal services funding to not exceed Fiscal Year 2026 levels unless new programs or positions are added by the Legislature.

Requires the agency to maintain accounting and personnel records in the same format and detail as Fiscal Year 2025 and submit budget requests in comparable format.

Establishes procurement preference for Mississippi Industries for the Blind when bids are equal in price, quality, and service, and requires compliance with state spending limitations and procedures.
