Directs the commission to give preference to Mississippi Industries for the Blind when receiving equal bids on commodities or equipment, or when making purchases without competitive bids.

Requires compliance with Mississippi Code Section 27-104-25, prohibiting obligations or indebtedness exceeding the appropriation, with responsible officers held accountable for violations.
