Appropriates $84,692,446.00 from the Veterans' Home Purchase Board's revolving fund for fiscal year 2026 (July 1, 2025 - June 30, 2026) to cover operating expenses and new home loans.

Authorizes 19 permanent positions for the agency with restrictions on salary escalations and transfers without approval from the Department of Finance and Administration.

Requires the agency to maintain accounting and personnel records in the same format and detail as fiscal year 2025 and submit comparable budget requests for fiscal year 2027.

Authorizes the board to escalate, budget, and expend up to $10,000,000.00 from any source for making new home loans in accordance with state regulations.

Establishes that Mississippi Industries for the Blind shall receive preference when purchasing commodities or equipment at equal prices, quality, and service.
