Allocates $4,802,939 specifically for health insurance costs for all full-time public library staff members across Mississippi

Requires at least $1,350,000 be spent on the Magnolia Database, with $350,000 of that derived from the Education Enhancement Fund

Sets performance targets including 100,000 children participating in the statewide summer library program, 35,000,000 searches on MAGNOLIA, and 2,500 patrons utilizing Braille and audio services
