Authorizes the City of Ridgeland to levy a 1% tax on gross proceeds of restaurant sales and a 2% tax on gross proceeds of hotel and motel room rentals.

Tax applies to restaurants with annual gross proceeds of at least $100,000 and hotels/motels with more than 10 rental units.

Revenue must be dedicated solely to capital improvements for Freedom Ridge Park, Phase II and kept separate from the city's general fund.

Requires voter approval by referendum on the first Tuesday after the first Monday in June 2025, with 60% affirmative vote needed to impose the tax.

Act automatically repeals upon final payment of capital improvements and requires annual independent audits of tax receipts and expenditures.
