Authorizes issuance of state general obligation bonds not to exceed $4,000,000 to assist the City of Oxford, Mississippi with transportation infrastructure projects.

Funds will support construction of roundabouts at the intersections of College Hill Road/McElroy Drive and College Hill Road/Old Sardis Road, plus construction and extension of a turn lane and bicycle lanes at College Hill Road/Jackson Avenue.

Creates the "2025 City of Oxford College Hill Road Transportation Improvement Project Fund" within the State Treasury to receive and disburse bond proceeds for eligible project costs.

Bonds are general obligations of Mississippi backed by the full faith and credit of the state; interest rates cannot exceed limits in Section 75-17-101, Mississippi Code of 1972, and bonds mature in no more than 25 years.

No bonds may be issued after July 1, 2029; any remaining funds after project completion shall be applied to pay debt service on the bonds, and the act takes effect July 1, 2025.
