Authorizes the issuance of state general obligation bonds not to exceed $1,958,000 to assist the Petal School District with construction, improvements, and widening of Herrington Road near the proposed new Petal Elementary School in the City of Petal.

Creates a special fund designated the "2025 City of Petal Herrington Road Fund" within the State Treasury to receive bond proceeds and disburse funds for the authorized road project.

Establishes that bonds shall mature within 25 years, bear interest at rates not exceeding limits in Mississippi Code Section 75-17-101, and are general obligations of the State backed by full faith and credit.

Specifies that the State Bond Commission shall serve as issuing agent, determine bond details, advertise and accept bids for sale, and transfer proceeds to the special fund for project disbursement.

Sets July 1, 2029 as the deadline for issuance of bonds and makes the act effective July 1, 2025.
