HB 184 Summary

• Increases the threshold for purchases not requiring competitive bids from $5,000 to $10,000 for agencies and governing authorities

• Modifies reverse auction requirements by requiring approval from the Public Procurement Review Board for agencies and from the governing board for governing authorities when determining reverse auctions are not in the best interest

• Requires agencies and governing authorities to submit detailed explanations when declining to use reverse auctions, with agencies needing written explanations and governing authorities needing findings placed in meeting minutes

• Increases the county competitive purchasing threshold from $2,000 to $5,000 in the aggregate for purchases not requiring requisitions, purchase orders, or receiving reports

• Increases fire protection system licensing thresholds from $5,000 to $10,000 for public projects and from $10,000 to $15,000 for private projects, effective July 1, 2025
