Authorizes issuance of state general obligation bonds not to exceed $4,000,000 to fund construction, renovation, furnishing, and equipment of the Mississippi Blood Services building in Flowood for the Mississippi Organ Recovery Agency Infectious Disease Testing Lab.

Creates a special fund designated "2025 MORA Infectious Disease Testing Lab Fund" within the State Treasury to receive bond proceeds and disburse funds for project costs.

Bonds may mature up to 25 years from issuance with interest rates not exceeding limits set in Mississippi Code Section 75-17-101, with the full faith and credit of the state pledged for repayment.

No bonds may be issued under this act after July 1, 2029; any remaining fund amounts after project completion shall be applied to bond debt service.

Act takes effect July 1, 2025.
