Authorizes issuance of state general obligation bonds not to exceed $4,000,000 to assist Noxubee County with road improvement projects in four supervisors districts: Gillespie Road, Macon-Lynn Creek Road (East), Dorroh Hill Road, and Macon-Lynn Creek Road (West), with $1,000,000 allocated for each project.

Creates a special fund designated "2025 Noxubee County Road Improvement Project Fund" within the State Treasury to receive bond proceeds and disburse funds for the specified road projects.

Bonds may mature up to 25 years from issuance at interest rates not exceeding limits in Section 75-17-101, Mississippi Code of 1972, and are backed by the full faith and credit of the State of Mississippi.

State Bond Commission authorized to determine bond specifications, advertise and accept bids, and manage sale and issuance of bonds; bond proceeds may include costs incident to issuance and sale.

No bonds may be issued after July 1, 2029; any remaining fund amounts after project completion shall be applied to pay debt service on the bonds; all bonds and income are exempt from state taxation.
