Authorizes the State Bond Commission to issue general obligation bonds not to exceed $200,000 to provide funds to Winston County for four volunteer fire departments: Betheden, East Winston, Highpoint, and Louisville Fire Departments.

Funds from bond proceeds shall be distributed equally among the four fire departments to pay costs associated with purchasing equipment and improvements to facilities.

Creates a special "2025 Winston County Fire Departments Fund" within the State Treasury to receive bond proceeds and disburse funds; unexpended amounts do not lapse and any interest earned is deposited into the fund.

Bonds may mature up to 25 years from issuance, cannot exceed interest rate limits set in Mississippi Code Section 75-17-101, and are backed by the full faith and credit of the State of Mississippi.

No bonds shall be issued under this act after July 1, 2029; act takes effect July 1, 2025.
