Authorizes issuance of up to $350,000 in state general obligation bonds to assist the City of Indianola with construction, reconstruction, repairs, upgrades and improvements to an access road at the entrance to Indianola Airport and Industrial Park.

Authorizes issuance of up to $150,000 in state general obligation bonds to assist Sunflower County Consolidated School District with costs associated with its Leader in Me Program for workforce development promotion.

Establishes separate special funds for each project within the State Treasury to receive bond proceeds and any investment earnings, with funds to be disbursed by the Department of Finance and Administration.

Authorizes the State Bond Commission to issue bonds with maturities not exceeding 25 years and specifies that full faith and credit of the State of Mississippi is pledged for repayment.

Prohibits bond issuance under either authorization after July 1, 2029, and makes the act effective July 1, 2025.
