Authorizes the Boards of Supervisors of Tate, Panola, Lafayette, and Yalobusha Counties to create the Northwest Regional Alliance (NWRA) for economic development projects including land acquisition, road construction, and infrastructure development.

Permits each county to levy a special ad valorem tax up to 2 mills annually and issue general obligation bonds up to $5,000,000 to finance NWRA projects, with these taxes excluded from the 10% increase limitation under Section 27-39-321.

Requires counties to adopt a resolution and publish notice for at least 3 consecutive weeks before imposing or increasing the special tax, with the first publication at least 21 days before the proposed effective date.

Grants the NWRA supplemental authority concurrent with any other regional economic development entity powers for the same counties and requires bonds issued under this act to not constitute indebtedness within constitutional or statutory debt limitations.

Brings forward the Regional Economic Development Act (Sections 57-64-1 through 57-64-31) and related property tax and bonded indebtedness provisions for possible amendment.
