Authorizes issuance of state general obligation bonds not to exceed $40,000 to provide funds to Walthall County for Best of the Best Youth Sports nonprofit organization.

Bond proceeds shall fund improvements to the youth recreational park including parking pavement, upgraded lighting, bathroom upgrades, additional bleachers, upgraded fencing, and T-ball field completion.

Creates a special fund designated "2025 Walthall County Best of the Best Youth Sports Fund" within the State Treasury to receive and disburse bond proceeds.

Bonds are general obligations of the State of Mississippi backed by full faith and credit, with principal and interest payable from state appropriations or General Fund if necessary.

No bonds may be issued after July 1, 2029, and the act takes effect July 1, 2025.
