Authorizes Bolivar County Board of Supervisors to use county funds and grant money to repair and improve the Choctaw Sewer Association facilities in Choctaw, Bolivar County.

Permits the Board of Supervisors to create a utility district to own, operate, and maintain the sewer system after adequate repairs are completed through adoption of a resolution.

Establishes a board of commissioners with 3-5 members appointed by the Board of Supervisors to govern the utility district, with initial terms of 2 years and subsequent terms of 5 years.

Grants the utility district authority to contract for operations and maintenance services, collect delinquent fees through water service shutoff agreements, and eliminates the requirement to obtain a certificate of convenience from the Mississippi Public Service Commission.

Authorizes the Board of Supervisors to transfer sewer, water, and wastewater assets, property, easements, and funds to the utility district and requires MDEQ to remove the county from associated environmental permits.
