Restores voting rights to Robert Banks of Marshall County, Mississippi, who lost voting eligibility due to a 1999 robbery conviction.

Banks was sentenced to five years in the Mississippi Department of Corrections and released on August 12, 1999, to serve three years probation.

Banks was discharged from probation on August 12, 2002, and has since conducted himself as a law-abiding citizen.

Takes effect upon passage.
