Restores full voting rights to Jason Terrell Carter of Madison County, Mississippi, who lost voting eligibility due to a conviction for armed robbery on April 14, 2005.

Carter was sentenced to 20 years on Counts II and III and 10 years on Count I, with Count III running concurrently with Counts I and II, under Mississippi Department of Corrections custody.

Carter was discharged from custody on April 25, 2013, and has since lived as a law-abiding citizen according to legislative findings.

Takes effect upon passage.
