Authorizes the Lee County Board of Supervisors to enter into binding lease agreements, lease purchase agreements, and ground leases for up to 30 years to acquire, maintain, construct, or equip public buildings and related facilities.

Permits leased or subleased facilities to be used by State of Mississippi agencies or operated as a public safety complex.

Allows lease agreements to include associated infrastructure improvements and access road improvements.

Authorizes issuance of certificates of participation and other obligations to finance such facilities for terms up to 30 years.

Provides this authority is supplemental and alternative to existing state law under Mississippi Code Section 31-8-1, et seq.
